ELIC's University Program is designed to meet China's need for full academic-year English instructors. This program provides English teachers for an entire academic year to partnering educational institutions. Many University Program teachers continue to teach at a particular school after their initial assignment has been completed, lending a sense of continuity and maximizing their effectiveness as teachers. The University Program division of ELIC has enjoyed a long and prosperous partnership with educational ministries and institutions of higher learning in China. In 1982, upon completion of a comprehensive Memorandum of Understanding between the State Bureau of Foreign Experts (SBFE) and ELIC, the first group of six teachers was sent to Wuhan and Chengdu. Today, hundreds of teachers (plus dependents) teach in scores of institutions of higher learning across 19 of China's provinces and autonomous regions, under the auspices of the State Association for Foreign Expert Affairs (SAFEA). While ELIC teachers have taught at all tiers of the educational system in China, it has, since its inception, sought to serve in China's less-developed regions and to intentionally focus on institutions that have historically had difficulty recruiting foreign teachers. English majors, general education students, participants in public English courses, faculty, and students from a variety of other backgrounds have been instructed by ELIC teachers.
